Pre-Construction Services

TSL has broad experience operating under Pre-Construction Service Full Turnkey Delivery Agreements across a range of industries, including for both hyperscale and colocation clients in the Data Centre sector.

Our PCSA Execution Plan is a flowchart of documentation that gathers the key information required to provide a flying start when the project becomes live. The key deliverables from the PCSA are a Project Delivery Strategy, a detailed Construction Programme with 4D modelling, a detailed Cost Plan supported with a Supply Chain Matrix and Procurement Schedule.

Our Pre-Construction team ensure that the design prioritises buildability, with efficient solutions aligned with site conditions and project constraints. We identify and mitigate potential risks, including analysing the commissionability of all MEP systems at design stage. Throughout this process we will identify opportunities for cost savings without compromise on safety or quality.

Technical Submittals / Design Assist

TSL has broad experience with a range of clients when they have an agnostic design to bring forward.

We localise this design and ensure that the agnostic design is brought in line with local and regional regulations and requirements.

Through the development of our specialist in-country design and preconstruction teams, TSL is well placed to offer the highest quality of technical and design services.

Deconstruction, Earthworks & Enabling Works

TSL has significant experience across projects with complex earthworks requirements. Our inhouse teams will conduct topographical surveys, dig trial holes to a grid pattern and accurately identify topsoil thicknesses across the site at the start of a project.

Using specialist CAD software, TSL maps out the profile of all sub-grade material using borehole data. This allows us to accurately model the geotechnical characteristics of the material on site, giving TSL’s engineers a higher level of accuracy when evaluating potential foundation/ground improvement solutions.
 
We will complete the cut and fill model to provide the most economical earthworks strategy based on elements such as topography, dead and live load requirements, soil types and the site master plan.

CSA Works

We provide end-to-end Civils, Structural and Architectural (CSA) delivery across complex engineering and construction programmes worldwide.
 
From early design support through to commissioning and handover, our integrated capability ensures buildability, quality and programme certainty from the outset. Working in technically challenging and live environments, we align design intent with practical delivery to reduce risk and drive efficient execution.
 
Our strong self-delivery model and wellestablished, international supply chain enable consistent standards, safer construction and reliable outcomes. With rigorous quality control, inspection and testing processes, we deliver high-performance facilities that meet demanding operational and compliance requirements.

Process & Capital Equipment / OEM Management

At TSL, we provide end-to-end management of the design, procurement, installation, and commissioning of Full Turnkey Delivery Contractor Furnished, Contractor Installed (CFCI) OEM equipment, ensuring seamless integration into the overall delivery of each project.

During the design phase, we collaborate with clients, consultants, and OEM partners to align technical specifications with project requirements, guaranteeing full compatibility with critical systems and infrastructure.

We incorporate all glass boxing and plant replacement strategies into the design from the outset. Our procurement management processes are strategically coordinated to ensure timely delivery and mitigate risks associated with long-lead items, thereby achieving project milestones without compromise.
Installation is executed by our experienced teams in strict accordance with the highest safety protocols, OEM guidelines and quality standards in order to maintain consistency and precision.

MEP Technical Fitout

Our approach to the technical fit-out phase of each project is based on precision, integration, and reliability.

From the beginning, we work closely with clients, consultants, and specialist subcontractors to validate designs and resolve potential model clashes and coordination issues. We ensure that all systems meet the highest industry and regulatory standards, with a particular focus on achieving the lowest PUE and WUE for Data Centres in particular.

Our delivery strategy involves careful planning and phased execution. We sequence the installation of critical mechanical systems— such as cooling, HVAC, and piped services— with the electrical infrastructure, including UPS, switchgear, power distribution, and standby generation. Using advanced coordination tools and established project management methods, we ensure seamless system interfaces, spatial efficiency, and strict adherence to project milestones.

Commissioning

At TSL, we recognise that the construction of each mission critical facility is only half the challenge—the true measure of success is ensuring that every system performs flawlessly from the moment it goes live. That’s why our commissioning and quality control process is founded on a rigorous, industryleading Level 1–5 framework, designed to eliminate risk, guarantee resilience, and provide complete assurance to our clients.

From the outset, we drive quality at the source through Level 1 factory witness testing, validating critical equipment at the OEM’s facility before it ever arrives on site. During delivery and installation (Level 2), our teams implement meticulous inspection and quality assurance procedures before proceeding to Level 3 pre-functional testing. 
‍
Depending on how a client wishes to proceed, we can then move into Level 4 functional performance testing, where systems are activated and tested under controlled conditions to verify resilience, redundancy, and compliance. Finally, at Level 5, we manage Integrated Systems Testing (IST) where the entire facility is tested under simulated live and fault conditions.
‍
The result is a commissioning and quality control process that exceeds mere compliance. It is a structured, transparent, and client-focused approach that offers absolute confidence in both the build quality and operational readiness of the facility. 

Facilities Management

TSL FM is our dedicated facilities management business, operating internationally with 24/7 reach and a robust network of supply chain partners.

We offer consistency of approach from construction and commissioning through to steady state. Our team of on-site technical professionals, including specialists across our sectors of operation. 
‍
We manage all non-core support services covering hard and soft FM, alongside health & safety management, access and security, BMS systems and the maintenance of critical spares. 
‍
TSL FM also controls planned, preventative maintenance (PPM) activities to ensure maximum uptime and overall building resilience.
