Introduction

Belgium is a dynamic centre for industrial, digital, and scientific development in Europe. Its strong position within the EU, combined with excellent international connectivity, continues to drive investment across logistics, data infrastructure, and life sciences.

With one of Europe’s most important ports in Antwerp and a highly efficient national transport network, Belgium plays a vital role in the movement of temperature-sensitive goods and specialised materials. This strategic location supports ongoing demand for advanced logistics and cold-chain facilities.

Belgium is also expanding its digital capabilities, underpinned by significant investment in energy-efficient data infrastructure. TSL is currently delivering a large-scale hyperscale data centre in the region, strengthening the country’s digital capacity and supporting long-term growth.

The pharmaceutical and biotech sectors remain key pillars of the Belgian economy, driven by cutting-edge research institutions and a specialised workforce. This continues to fuel the need for high-quality manufacturing, laboratory, and R&D facilities.

From our office in Brussels, TSL is committed to supporting Belgium’s growth with technically robust, sustainable, and future-ready construction solutions.

Construction Director: Mark Hartnett

Mark has 25 years of construction experience, with the last six focused on major data centre projects. In the past, he has worked as a Project Director for TSL, delivering hyperscale facilities valued between €80 million and €400 million, including a recently completed hyperscale data centre in the Netherlands, demonstrating his capability in leading complex, high-value programmes.

While acting as Project Director, Mark also completed his BSc (Hons) in Construction Project Management, highlighting his commitment to continuous development and strong leadership under demanding project conditions. He also holds a Level 7 Diploma in Construction Project Management.

Mark brings full lifecycle expertise, from design and groundworks to equipment installation, MEP and architectural fit-out, commissioning, and turnover—along with extensive stakeholder management experience. In his new role as Construction Director, he will oversee all construction activities across the region, ensuring best practice, strong collaboration, and consistent fast-track delivery.

As the demand for highly specialised facilities grows, we continue to support the development of infrastructure that strengthens Belgium’s role within Europe’s industrial and digital economy.

Spotlight: Rapid Expansion of Digital Infrastructure

Belgium is experiencing strong growth in digital infrastructure, with rising demand for resilient, energy-efficient data centres. Its stable power network, advanced fibre connectivity, and central European location make it an attractive destination for both hyperscale and colocation operators—directly aligning with TSL’s expertise in complex, missioncritical delivery.

The Belgian data centre market is projected to grow at a 4.87% CAGR from 2025–2033, driven by cloud adoption, e-commerce expansion, and increasing digital needs across government and the BFSI sectors. Brussels stands out as a major investment hub, attracting international operators and established players.

Sustainability and energy efficiency remain central to future development, with operators prioritising low-carbon design and highperformance systems. As digital transformation accelerates, Belgium’s position as a key European data centre hub will continue to strengthen.
